Hello there
First of all, Downscroll is called Reverse in OutFox (and also StepMania). This may confuse players that are more used to other games.
To enable it, hold Enter (or any other key you mapped as Start) while selecting a song. Double tapping also works. This will open the player options screen where you can set your speed, noteskins and many other settings and modifiers to your liking.
Then, at the bottom of the screen pick the modifiers/effects page, where you can toggle Reverse.
